The filtering definitely takes place on the device. I’ve seen screenshots of international devices in the U. S. that apparently don’t have the filtering enabled and are able to use Galileo satellites when computing a fix. Beyond that, though, I’m not sure. I’m currently guessing that it’s enabled via the assistance channel, possibly SUPL, in which case a firmware update wouldn’t be needed 🤞🤞. I think we’ll know more starting (hopefully) this week when devices in the U. S. start having Galileo enabled.
