The FCC waiver only applies to the use of Galileo satellites, not specifically dual frequency (although Galileo satellites do broadcast dual frequency information). GPS has dual-frequency as well, so the waiver wasn’t specifically blocking the use of dual frequency. But, now that Galileo satellites are available to use as well it will give end users a lot more potential sources of dual frequency information.
