It looks like the Android 9 update for the Mi 8 has rolled out to different regions at different times. I believe the European variant now has Android 9, but if anyone else can confirm/deny please chime in. In general, if Android 9 is available on the Mi 8 variant you’re looking at, it should support carrier frequency.
