I believe the only smartphones/watches that have shown Galileo satellites in the past are international variants that don’t have the filtering enabled as they weren’t intended to be distributed in the U.S. The issue with mobile devices is that device location computed with GNSS is used for a lot of different services, including telecommunication system operation (and E911), app location, Google Play Services, etc., so it’s not just the end user benefiting from the calculated GNSS position.
